Adoption Tax Credit Refundability Act of 2017, S 937 and HR 2476

  • Description of Bill: Although the adoption tax credit was made permanent in the American Taxpayer Relief Act of 2012 (the so-called “Fiscal Cliff” law), this new legislation will restore the refundable portion of the credit which was in place in 2010 and 2011. This legislation is critical to creating financial flexibility for families seeking to adopt.

Life at Conception Act, HR 681 and S 231

  • Description of Bill: This bill is so-called “personhood” legislation to “implement equal protection for the right to life of each born and preborn human person…(including) “each and every member of the species homo sapiens at all stages of life, including the moment of fertilization, cloning, or other moment at which an individual member of the human species comes into being.”

Sanctity of Human Life Act, HR 586

  • Description of Bill: This House bill is so-called “personhood” legislation that declares “each human life begins with fertilization, cloning, or its equivalent, at which time every human has all the legal and constitutional attributes and privileges of personhood; and Congress, each state, the District of Columbia, and each U.S. territory have the authority to protect all human lives.”

Tax Cuts and Jobs Act, HR 1

  • Description of Bill: This bill amends the Internal Revenue Code to reduce tax rates and modify policies, credits, and deductions for individuals and businesses. It repeals the Adoption Tax Credit and the employer provided adoption assistance exclusion (currently if you get an adoption assistance benefit from your employer it is not considered income for taxable purposes; with this bill if you get that benefit it will be taxed as income). If you itemize your deductions and have a lot of out-of-pocket medical costs, you can claim a deduction for your medical costs. Under the new plan, that completely goes away.

Women Veterans and Families Health Services Act, S 700 and H.R. 1681

  • Description of Bill: Make #IVF4Vets a permanent program. Our advocates were successful in securing funding so that the Veterans Administration can offer IVF for wounded Vets in FY 2017 and FY 2018, but it did not lift the ban permanently. We will ask Congress to make #IVF4Vets permanent through passage of the Women Veterans and Families Health Services Act.
