Federal Government to Expand IVF Benefits for Federal Employees
For 2025, the Federal Employees Health Benefits (FEHB) Program will offer expanded fertility benefits to the federal workforce and their families. Every FEHB enrollee, regardless of where they live, will now have more than one plan to choose from that includes IVF coverage.
The 2025 fertility benefits include:
- Coverage for artificial insemination or IUI, including medications used in an IUI cycle.
- Medications needed for up to three cycles of IVF.
- Every state will offer at least two plan options for IVF coverage.
- 13 states, sub-states and 3 territories will offer additional plans that include benefits above the minimum requirements listed above:
- The states, regions, and territories include California, Colorado, Hawaii, Illinois, Maryland, Michigan, New Mexico, New York, Pennsylvania, Texas, Utah, Virginia, District of Columbia, Guam, Puerto Rico, and U.S. Virgin Islands.
- Several local/regional plans offer IVF with no cycle or dollar limits.
During Open Season, FEHB enrollees can choose a plan with the fertility benefits if they are not already enrolled in one.
RESOLVE applauds the federal government — the largest employer in the United States — for expanding fertility benefits for its over 2 million employees. For decades, federal employees had to scrimp and save to access needed fertility treatments, most of which were not covered through their health insurance provided through FEHBP.
This expansion of access is certainly significant to the 2 million employees and their families – totaling 8 million people – but importantly it sends a message to private and other public providers that adding and expanding fertility benefits is the right thing to do. While Plan Year 2025 will see the most coverage options ever for fertility treatments for federal employees, there is still work to be done. RESOLVE wants to see IVF medical treatment as a required benefit in every plan offered by FEHBP, ensuring continuity in coverage from year to year.
