“Personhood” bills are legislative proposals that seek to establish legal rights for embryos by defining life as beginning at conception or fertilization. Personhood bills can have far-reaching consequences. By granting embryos full legal rights, these proposed bills could severely restrict or even ban access to in vitro fertilization (IVF) and other fertility treatments, limit contraception options, and criminalize routine reproductive health care decisions.
RESOLVE opposes personhood bills because they jeopardize the rights of patients to make their own family-building decisions in consultation with their doctors.
Since the passage of Dobbs v. Jackson Women's Health Organization (2022), more than 100 such bills have been proposed that would have threatened IVF access, from Oregon to Florida, New Hampshire to Arizona. RESOLVE and our allies have defeated all of them — so far. But every year, more bills are proposed and the threats to accessing fertility treatments mount.
